Secular Jews (like in other religions) don't follow religious laws anywhere. And the majority of Israelis and diaspora Jews are secular or not very observant, and if so to different degrees. The only reason it's not obvious is because the religious are the ones who tend to stand out, but they are a minority even among Jews. And Tel Avivi is overwhelmingly secular by Israeli standards. Tattoos have become so mainstream that more lenient rabbis are not condemning them. Then of course there are always the Baal Teshuvas (return & repentant Jews) who of course are accepted. Tattoos no longer seem to be as big of a deal as they used to among Jews and Muslims alike these days. Mixed feeling still prevail though.
