So I met him last night, and it was such a polarizing experience. First and foremost, he has beautiful equipment. Like easily one of the prettiest dicks I've ever seen haha. I appreciate the comments! I guess I was just thinking standard stuff that typically happens when hooking up would just be baked into the base rate (that's how it's always seemed from my many many other experiences). I could understand more if I was asking for something hyperspecialized. But as you all said, their business, their rules. No harm, no foul. 

So he quoted you the Basic Economy fare. Then there is Economy, Economy Plus, Premium Economy, Business (non-refundable pre-pay), Business (pay after your session), and First.
Honestly, that's what it seems some of these providers try do.
And there are plenty of threads on here about dynamic pricing and free upgrades.

Tell him he has a choice - pucker up or get on his knees. See what he prices.

EDIT My personal favorite was this guy who said he charges $50 per kiss. I politely declined without laughing.

I contacted a guy asking about a mild bondage scene, he repeated the different elements I'd mentioned and I just had the image of him tallying each request up.  He came up with a very high number, I declined.

I was just chatting with a provider who told me on Thursday that his hourly rate was $300, which awesome. I never try to haggle rates or anything—his business, his rates. But when I told him what I was interested in, standard stuff like kissing, body contact, giving HIM oral, and ME bottoming. He bumped the rate up to $400. When I asked if he remembered telling me it was $300 before, he explained that I was making a special Boyfriend Experience request, which led to the increase. When I asked what the $300 rate entailed, he said just oral and anal. I've never had someone bump the price up a hundred bucks for what seems like really standard things that most people would like in a session. He was still nice, so this isn't a dig against him. I'm just curious: is this a normal thing? 

Yeah, they upsell. I'd look for a model that comes with all features attached instead.

No, he has not always requested that (I’ve not encountered that request). It might be new to him. He’s a solid provider who will deliver. I don’t make deposits unless the guy has a solid reputation. RogerMacho is excellent. 

There’s a difference between setting expectations and micromanaging execution. If I book a provider and say I want a boyfriend experience or a dominant top, that’s me setting expectations. In my opinion, it’s not my job to tell him how to get and maintain an erection. With what I’m paying, I would hope he knows how to cross the finish line.
How would I even know if a provider needs Trimix or Viagra? And if I start insisting they take it, does that mean I’m responsible for providing or paying for it? That doesn’t make sense. If they need something to perform, that’s for them to figure out—not for me to manage or finance.

I'm the odd one out, but I totally disagree on 'your paying for his time'. You are actually paying to the services he offered for his time, to which you both agreed. 
I have had the same (hot, hunky, sexy) landscaper for over a decade. He comes early every Wednesday to cut my lawn and is here and gone within 30 minutes (I don't have a very large yard, very simple to cut). Then he's on to the next appointment in my neighborhood. He charges $50 for each appointment, so $200 at the end of the month (which is a little pricey for my neighborhood, but he does a decent job and I enjoy 'watching' him work outside). 
There was one appointment he showed up for in late August, and his lawn mower conked out within five-ten minutes. He had less than a 1/4 of my lawn cut when the mower went. For the next 20 minutes, I watch him in my driveway trying to restart the mower, and trying to fix it. Didn't happen, he throws it on the back of his truck and leaves. No phone call from him about the appointment and if he was going to reschedule, or if he would adjust the price - he left as though nothing happened. A few weeks later, I get my bill for August, and sure enough he charged me the full amount for this particular appointment in which he had mower trouble. WTF ? 
I deducted the $50 for that week when I wrote out the check, and wrote him a note reminding him that his mower broke less than ten minutes into my appointment, and he had only cut 1/4 of my yard. I told him my check was for $162 - $12 for his time on that particular day, and if he wanted to discuss it further to give me a call or knock on my door at the next appointment. He cashed the check, and I never heard anything else again.
There was no way I was paying him for 'his time' at my house trying to fix his mower. Similarly, why would I pay the full amount to a provider if he runs into a problem with his service during my appointment ? There's got to be an 'agreeable amount' somewhere for the two of us.
 

There’s a grey area here…
Not liking something and having a bad experience because of the poor services of the provider are two different things.
Going to a movie and finding it to be uninteresting with a poor plot is a dislike. (You should pay)
Going to a movie theater that ran out of popcorn, had soda spilled in the seats, the the reels of the film were distorted is a bad experience. (Payment modification needs to be discussed with management) 
 
Going to a restaurant and realizing that the style of food prepared isn’t your taste is a dislike (you should pay) 
Going to a restaurant where there was a cockroach swimming through your main course, and there were lipstick prints on your wine glass is part of a bad experience. (Payment modification needs to be discussed with management) 
The same thing goes for the personal services discussed here. There’s a major difference between not getting what you expected (you should pay)  vs. basic standards not being met, that led to a poor experience. For example, being shorted on time, dirty set up for a massage, blatant demonstration of massage skills, or for an escort, a limp appendage, and not performing what was requested serves a poor customer service. (Payment modification should be addressed with the provider.) 
 
These things should be addressed and there should be at least a discussion of payment modification. 
 
Stand up for yourselves. In most situations where you’re getting bad service, the provider of that service knows it , and does doesn’t care. He’s taking advantage of your kindness and inability to confront him.
