To agree with those above and answer your specific question. Yes hiring in Latin America is definitely cheaper than hiring in the states. Where are the hottest and most varied guys? Brazil (Sao Paulo and Rio but more in SP) a lot of the Brazilian pornstars from OF/etc. are also garotos de programa (translates as program boys but it is used as the word for male escort).

2. Obviously use whatsapp to contact them but a lot of them are smart so if they notice your +1 country code they will charge you a higher price. I recommend getting a local SIM when you're in one of these countries. 
3. Do the first contact in Spanish or Portuguese (Brazil obvi). If you don't know the language(s) use google translate. Also get a a list of multiple prospective hires and compare their rates. Usually they will all be around the same. 
4. After you've managed to setup a meet with a rate agreed then it doesn't matter when you meet them if they find out that you're American and you don't speak the language. 
My experience: 
Brazil: 300-350 Reais which is about 60 to 70 bucks per hour. You can find cheaper rates if you go to a bathhouse/spa. 
Mexico: 1800 to 2500 MXN which is about 90 to 125 an hour
Colombia: 160,000 to 200,000 COP which is about 40 to 50 an hour
