In my experience when I was traveling regularly to the Gulf, while there is a large number of closeted men, there’s also a large number of “glass closeted” men. Both cohorts came from a more affluent/educated background, and tended to be more secular than devout in their religion, (think “A&P Catholics”). Plus there is a whole contingent of professional expats living/working there who are “glass closeted” at least when in the Gulf.
