I think it was initially a combination of higher rates of IV drug use(or maybe just higher rates of needle sharing) and more people in the closet in those communities. AARP and their ilk argue that it's age discrimination. And argue that 65+ drivers have a better than average record. This is true, but the 75+ drivers are WORSE than average, and a lot of states for political reasons refuse to let insurers rate on age beyond a 65+ factor, which would take care of a lot of the problem.

I beg to differ. I live in New Jersey and am a frequent Vegas visitor. The humidity makes a huge difference 90 in Vegas is no problem. 90 in Jersey is like 105+ in Vegas. When it's humid your sweat doesn't evaporate so it doesn't cool you.
