It may not be hacking. Stuff like this happens quite commonly when test data gets released in to production systems by accident. Given that Target is under fire in a lot of areas for banning the Salvation Army and their holiday bell ringers, it could be some sort of weird retaliation for that. (Althought I doubt that the Salvation Army would endorse such a thing, but you never know.)
