One could assume that, but then one could assume they are simply stating that as an extra layer of protection they are using Truvada as PrEP. As down_to_business mentioned, if one's definition of "safer sex" is taking precautions to avoid acquiring HIV, then using PrEP would fit that definition, regardless of condom usage.

I know the way it's supposed to be used but I've just never met anyone that uses both. I'd actually be surprised. When I hear Prep I hear bareback.

What you hear and what happens can be two different things. there are still a lot of sex-responsible escorts out there

I read some ads and get the vibe that the escort is saying "I take safe sex precautions seriously, and therefore I'm on PrEP." I read others and think he's saying "I like to bareback, and this is the best way to convince clients that I'm the guy to bareback with." Regardless, my vibe means nothing. Regardless, I'll never know whether he is HIV- or HIV+, whether he even knows or gets tested with any regularity, whether he's actually on PrEP, and if so whether he has the discipline to take it regularly.

As mentioned above never assume anything, and probably even after you ask and get an answer. A very trusted escort who also works in the porn industry actually showed me his medical reports for HIV and other sexually transmitted diseases just a few days ago. He volunteered the info during a discussion we had long after the session was over. All were negative, but who knows what happened since he was tested or even what happened the previous day.

 

That's why the only thing to ever assume is that your partner is a poz and then take the appropriate precautions. It is something that any escort needs to do as well. PrEP and a condom is probably somewhat analogous to a surgeon double gloving for a proceedure, and that's not a bad thing.

I'm not a medical professional; would anyone diagnosed as HIV+ ever be on PReP?

Truvada as PrEP would not be prescribed for someone who is HIV+, as an HIV- blood test is required to obtain a prescription for Truvada as PrEP. However, if someone seroconverted while on PrEP, it is possible that an HIV+ person could be on PrEP. Truvada is a drug used to fight HIV, so it is not unlikely that an HIV+ person could be using Truvada, but not as PrEP.
