Reached out for a meeting while I was in his city for a stopover. He responded within a reasonable amount of time and we agreed on a time.

Day comes, he messages saying that he overslept. No problem, I thought. Then he strings me on—“Won’t be long!” “Still okay? It’s a 30-minute drive”—for another hour before I realized what was going on. Got some food instead and made the best of the remainder of my time in Montreal.

I regret choosing him over another provider, who was a complete sweetheart.

What was going on? What would a provider get from doing this? Or did you just decide he was a flake?

Wow, that's terrible, especially when he's supposedly rated 5.0 based on 14 reviews, but as I've found out with that site, they sometimes reject reviews and ghost you in customer service when you report scammers :(

Usually they are just trying to get a travel deposit before the ghost you, or, they are trying to see if a more lucrative job is going to turn out before turning yours down.  Also, drugs.

I was strung along by his short messages saying that he's on his way. When I ask for specifics, like how far away he was, nothing. I'll get another message, and I'll ask for him to call me, crickets.

So what was going on? Beats me.

Unfortunately, the website explicitly states that if we did not meet, the review is automatically rejected.

That sucks - sorry you got disrespected like that, glad you didn't lose any money at least.

Fortunately, I didn't.
