I’m guessing it’s due to foreign ownership.  Either they want to be 100% in compliance with some obscure IRS regulation 

OR it’s a European country thing.  In Brazil, I couldn’t buy tickets to a New Year’s Eve party because I didn’t have a Brazilian Tax ID. We had a local friend who helped us.  It’s not unusual in other countries to require tax ids for any commercial transaction.  
 

either way, agreed, I’d be less likely to “gift” a membership. 
also if you’re gifting a membership to an expired ad, it might be in bad form as the provider may be purposefully on hiatus.

Are other Website like that? 

e.g. If someone in the UK has an Amazon wish list, does that require to attached your Tax ID # to support a wish list item?
