I would say since you can filter by hair color, just do searches in the various European capitals. Lucas is from Sweden so start there.  
 

You may also try convincing someone like MarkParker to bleach their hair for you.  
 

Finally, I don’t think either BritishTwunk or Bastian Gate advertises on RM but you could try reaching out to either of them.
