I've heard Americans and Canadians call Latin people "Spanish" because they speak "Spanish" even though they know they can be from anywhere between Spain and Lain America. For some people, it's easier to call them all the same name.

Actually, the term was originally used to describe the Hispanos of New Mexico. It began to be used broadly in the 1970's and then the US Census adopted the term in the 1980 Census.

 

It sounds like the people in New Mexico and Mexico who insist they are Spanish feel some sort of shame associated with having indigenous peoples and or Africans in their family trees.

Does (successfully) pretending to be Spanish get you something? I'm not sure why anyone would do that - if indeed the person did it in this case.
