They are clearly dependant. I've never seen a person who is shit-to-the-neck addicted, admitting it to others.
Yes, Cannabis causes impairment not only for heavy machinery operations. Even a person working at a bank can be fired because it won't be paying attention to detail. HOWEVER, I don't mind if an escort uses it to f*ck me good.
There's an untold problem with the legalization of Cannabis. Different from other "social" drugs such as alcohol or cigarettes, IT DOES CHANGE YOUR BRAIN AND DIMINISHES COGNITIVE CAPABILITIES WHEN CONSUMED BEFORE 25 YO. This is something that Canada failed at. We're telling our people that smoking it is ok for recreational purposes and that one should just not drive or operate heavy machinery - end of the story. But several years ago we already had teenagers starting consumption at age 12, so basically, we created a generation of young people with very low intellect, poor critical thinking, and no aspirations in life. That's why we gladly welcome dozens to hundreds of thousands of immigrants every year ( in their home countries, they have very strict bans against Cannabis and other drugs ) who are not only well educated and qualified but also with a desire to get ahead in life. Not many Canadians realize those are the ones who keep our economy thriving and alive.
