The most positive spin I could put on it would be that the guy genuinely doesn't want to set up an in-person situation where he wouldn't be able to provide the service. Whatever the reason, yes, that sort of thing can be very frustrating.
That's the best outcome he could hope for, given the circumstances. Who knows, maybe the program will do him some good - and family support is always important.
There is so much about this that I can't (and don't want to) imagine.
I'm sorry that he made these terrible choices, and I'm sorry for the victims who suffered because of it.
Even if he survives his incarceration - he's life is basically over.
