Why do you think the OP was being off color?
He provided an answer in a transparent and honest way in response to being contacted and prompted.
He also didn't disrespect the Provider by saying he thought he wasn't worth $1,000/hr (and therefore based his decision on being too much)
He specifically said he personally wouldn't spend $1,000/hr "on a new hire".    
The decision making had to do with the amount of financial risk committed on someone he didn't know.

Because he was desperate. He needs a reason for you to gave up and agree to his rate. Their a lot of providers that don't accept no for a answer and they desperate for you to say yes.  But you did well you hold your ground and never submit 👏

It was the provider’s choice to initiate follow up contact with you the next day. That tells me he wants your business, but he’s treating you like you are wasting his time. How could that be? That would be statistically impossible. Even if a provider was really good, most customers would rate them as four stars or five stars, but never five stars 100% of the time.
