She already had her diamond jubilee, it was her 60th anniversary.

You are correct, @marylander1940 but apparently it was changed from originally being a 75th anniversary celebration.

Originally celebrated on a 75th Anniversary, this changed in Britain, with the 60-year reign of Queen Victoria, which was commemorated as The Diamond Jubilee of Queen Victoria and was celebrated on 22 June 1897. The Diamond Jubilee of Queen Elizabeth II was celebrated across the Commonwealth of Nations throughout 2012.[2] George III of the United Kingdom died a few months before his diamond jubilee was due in 1820.

If the monarch did exercise those powers it would almost certainly be the end of the monarchy. In her entire reign the Queen has exercised her prerogative without consulting government once, when she instated as PM the man the ruling party didn't want. That very nearly caused a constitutional crisis. Therefore interfering with the will of Parliament or attempting to control the military would be seen as 'beyond the pale'.

 

Charles speaks on issues of importance to him at present, but won't be able to do so as monarch.

There is a play from the 1920's, The Apple Cart by George Bernard Shaw, about this very thing. The king mentions the veto in a public speech and the PM and cabinet go ballistic. The king outsmarts them in the play by offering to abdicate in favor of his son, and then run for Parliament. It's talky, but the political insight is sharp.
