I'm sure the sash was his wife's idea J/k. actually presidential sashes are pretty popular outside of the US, particularly in Latin America.

The sash has been the symbol of presidential authority in Mexico way back to the 19th century. The President wears it only on solemn occasions (like Independnce Day, Inauguration, when foreign Ambassadors present their Credentials, and the likes).
