I believe the reason is that jawjatek has disabled PMs entirely, which is one of the choices someone can make.

 

There is a way to communicate via Tumblr, but in deference to jawjatek, I won't explain it further other than to say it may require having a Tumblr account of your own.

 

But thank you for providing me a reason for wishing Hunter Lee a happy birthday. I don't usually join in such greetings because it seems presumptuous to wish someone I barely know and usually have had no direct contact with a happy birthday. (Also because I expend my birthday mojo on DW/LJ.)
