It's what you use to cover up graffiti - or other non-neutral colors - before repainting. Otherwise, even after three coats of paint, the graffiti will still show through. Tell you what... Tom Faulk needs to pay ME to come over. I'll have that kitchen straightened up and those walls repainted a nice earth tone in no time!
