Great post... but this must have been a "set up" as I can't ever see this happening in real life... but fun to see... thanks... Also, most interesting to see the hand of the guy behind the "policeman" "adjusting" the jacket, but staying almost completely hidden. I had to look at the pic a couple of times to see him.

I think the guy behind the policeman is taking a picture - he seems to be a bit further away.

I agree that the guy behind the cop is taking a picture. I think I'll copy the photo and try to enlarge it to see if the cop's patch is readable---not that that will prove anything of course. The nude guy's clothes appear to be on the hood of a parked car. I hadn't thought about the photo being part of a film---but then wouldn't the street have been cleared of onlookers, especially considering the nudity?

The guy in the background could be playing a civic minded civilian documenting the arrest...or even a quick witted bystander adding to his private collection of porn. Either would be consistent with the film hypothesis.
