Actually there is a surgical procedure that will take care of your perceived problem. It is rather invasive and is similar to the reconstructive surgery used when there has been significant trama to to penis or in the event of a sex change operation.

 

Lacking a injury, most insurance companies will not cover this type of surgery. In addition, full recovery takes several months and I seriously doubt that you'd ever regain full sensation in the member. If may look better but I question how usable it will be. :-(
