Vermont is now the first state in which gay marriage has been instituted by the legislature rather than by a court decision. The Republican governor vetoed the measure, but the state house and senate both overrode his veto (more house members voted to override the veto than voted for the original measure, and the senate vote was overwhelming). And I can remember a time when Vermont was considered the most conservative state in the nation!
