Yes, I know it's supposed to be forbidden in Thermas but I don't understand why something legal is forbidden.

Legal and not illegal are not exactly the same. The law in Spain prohibits a third party individual or entity from profiting from prostitution even if the adult consents to commercial sex work. The prohibition sign provides plausible deniability for the venue as it arguably turns a profit by essentially operating as if it were a brothel.

Thank you for the explanation. Sorry I wasn't clear but I meant "I don't understand why something legal is forbidden" in Belgium.

I have been many times to sauna Macho and have never encountered an escort there. Well, small correction, I did meet a guy there who turned out later to be an escort, but he was there in his free time and wasn't charging money.

But I've certainly never seen nor heard of any guys solliciting. Sauna Macho's main clientele skews a bit younger and in shape, I don't think they are going to pay for sex there.
