It is actually illegal without a liquor license to sell alcoholic beverages. He really should be careful to say "complimentary" cocktail to avoid law enforcement interfering with his business model.

Although it’s never come up or been offered during my visits with Oscar, I have been offered wine in upscale clothing stores, financial service offices and real estate agencies. All clearly without liquor licenses but presenting their version of hospitality in the hopes of facilitating a sale. Exactly. You can offer complimentary alcohol but you can't sell it.
