It means we've disabled sending emails to you because your mail provider either bounced or rejected prior messages.  

(You most likely received a PM and have your settings configured to send you an email notification of new PMs.  If those messages bounce, we quit delivering them to protect the site from getting all email to the mail provider disabled.)
