I wpuld be surprised if they are talking about destroying quality vintage wines. France, like all wine producing countries in the EU, produces tons of plonk. 

Their Common Agricultural policy encourages this over production. We used to call it the lakes of wine stored just because they had no market but the producers needed to be paid. 

They used to talk of mountains of butter too. Don't know if they still exist. However I will not be losing any sleep about this news as I think all our favorite brands of good French wines will still be on the shelves when we go to look for them.
