You're very wrong. Did you sign a contract with the requirement that the "hour is mostly spent shagging"? No, you didn't. 

His ad says, "I'm a college guy willing to have a good time with you." His likes also include BF Experience. So chatting with you at length is clearly in line with both of those things: a good time and a boyfriend experience.

The fact that he knew you wanted only one hour of his time isn't the issue.

Here's the real issue: Unless you clearly stated near the start of your session that you'd like to get down to erotic "shagging" right then, he had no obligation to stop chatting with you and get down to exactly what YOU (not he) expected to happen at that particular time.

Yes, it's pretty much 95% your fault. I hope you've moved on and chalked this one up to experience.
