You could express your disappointment with expectations not being met and ask what they think a fair rate would be. It may also depend on whether they have a market rate or a premium/above market rate. I realize the market rate is a bit unclear, but you know what market it is in your market. Do you mean reply to a 411 post? Because it doesn’t make sense to create a 411 post if you have personal info already.

I think I posted 5+ years ago that there should be some prefer format to 411 subject lines and it was shot down. the worst are “info on this hottie?” because that tells the reader absolutely nothing. At least put the info you know, like the provider’s name. Even if you get the home/travel city wrong, the attempt provides some info.
