I'm not sure I understand your correlation between "minimum wage jobs are a-plenty" and low escort fees. If we follow the concept of supply and demand it would seem that a place with loads of jobs would allow the worker to take their pick and either choosing to escort, or being choosy about one's rates as an escort would be borne out by the market. Whereas if jobs were tighter and work was harder to find an escort would be very motivated to charge a lower price relative to their own prospects and the financial standing of those around them. Economics.
