The problem with Eastern Europe is that the pool of providers remains limited. Warsaw is an excellent example of limited supply coupled with prices similar that you would find in Brussels or Amsterdam. Not a good idea.

Long time members may remember him. He was never extremely active on here. Using the search function on this new website, the last post I could find from him was from 2007. I just declined to hire someone who wanted Ubers both ways. It increased the cost by 30%, which in a city where his taking the train would cost $6 and would take half the time makes no sense.
