I think this is a case of individual taste. I think there are some sociological and cultural reasons, often related to the close knit nature of Asian communities and the low social status of sex work. I have to agree with others that this is most likely a robbery, not an arrest. If he is a real LEO, he would have had recording equipment on him that would prevent him from making demands like this on audio (remember, they need audio-visual evidence for trial).
