In my personal experience, it happens quite often. There's an erotic masseur that I see on a regular basis in my hometown, I pay $140 for a 1-hour session. My older/heavier friend sees him on a regular basis too and he pays $200 for a 1-hour session.
A Brazilian escort was in our town for a week last summer, my friend met him for $300. I met him two days later for $200. Same service and very similar time-slot too. 
I could mention a few more examples with discrepancies in the prices that I am being charged compared to the prices that my friend is being charged, especially when it comes to escorts and masseurs that we both see on a regular basis. As a client, I received discounts multiple times from escorts as well as erotic masseurs. I never meet with a provider unless they share recent face and body pics and I share my pics with them. The primary reason why I do this is to avoid any surprises, from both a provider's and a client's point of view. This is what usually happens: I send a text asking if the provider is available, if they are, I will ask what their hourly fees are. Then I will ask exactly what services are included in those fees and if we are on the same page, I will ask for recent face and body pics. If the provider sends their pics, I will reply with mine out of respect. 
At this point, the tone of the negotiation completely changes more often than not. I can tell that most providers become a lot warmer and less distant in their messages, to the point that some of them offer to meet for a lower price than they had originally said before seeing my pics. If the original price was $200, they would often be willing to meet for $140 or $150.
So the idea that providers are not willing to give a freebie or at least a discount to a hot guy is pure BS in my personal experience. I contacted him to set up an appointment yesterday. He was extremely rude. A total asshole. Good luck to anybody willing to contact him.

I beg to differ. Selling cars, jewelry, etc is not the same as an escort -- who sells his "time" by the way, not his body. Sales of any consumer good do not require the salesman to get naked, to have a certain type of body, or to anticipate a customer wanting to have intimate contact with his sex organs. The last three men I contacted about their services, I didn't book a session. For one reason or another, they were not right for me. It's fair to call me a time waster for that reason. Being called a time waster can be undone by booking and keeping an appointment.

If everyone who was in the business of 'sales' were rude like many providers can be, they would make very little money. How many times have you gone to look at a car, at a piece of jewelry, etc. and had a rude sales associate? Not many times. If the sales associate is rude, you are not likely to purchase the product.

Many professions that rely on advertising get a lot of calls that do not end up resulting in a client being hired. 
It just goes with the territory.  
In our firm, we hire special "secretaries" to screen out" callers that likely would not result in becoming a client of the firm.  However, the secretary is not rude in the screening process.  
A lone individual, like an escort, having to screen calls and messages has a more difficult and time consuming job. 
However, to categorize many potential clients as "time wasters" is like throwing away money and a good possible client.

If you contact to hire an attorney or designer or any other high hourly rate person  (like a provider or escort), and if you get called a "time waster" by the person you are considering hiring, you have to wonder how the person failed to learn basic communication or marketing skills. 
You also have to wonder why you bothered to call such a rude individual.

"Ask me" is quite a common component of the rates section. So I am forced to ask . The second most common need to ask is availability to host ( where and when ).
So I don't need to text you if you're too expensive or hosting somewhere inconvenient or working hours that are inconvenient..but that's not always apparent in the ad. So a quick response in messenger keeps me off your text threads on your phone.

This will only work if the provider is providing accurate information on their ad. 
My first question is always “Are you in (my city)?”  Some providers are not actually in the cities their ad shows.  Even with dates shown,  many times they are not the actual dates they are visiting.   
Rentmen does not show the rates so they have to be asked for.  
As for “I Am Into,” many providers check all the boxes so it has to be verified what they are really into.

No excuse for being rude, but not engaging fully with some enquiries is a way of weeding out the time wasters, window shoppers and those who expect a ‘deal’.
