I suspect there is a significant piece of the client market made up of those who are inexperienced in making choices and are driven mostly by the pics and the match with their fantasies. This segment is probably heavily either married visitors with little or no prior experience or inexperienced locals just starting out in the hiring department. NYC is a big enough place that you're talking about enough of these to make the scams worthwhile for at least a few guys with a talent for picking pics. Also, how many of us were in the hiring department for years before discovering this board?
