It's a web-based phone application that can be used for voice (and video) calls and text messages. It uses the data allowance on your phone (or Wi-Fi if it's available) rather than the calls allowance on your mobile phone plan. (I use it to talk to a few guys in the US, and when I'm using my home internet it's effectively free. An hour and a quarter voice call used about 20Mb of data.)

It also allows you to make international calls and texts for free. The text messages are encrypted. I believe that it has to be what's app to what's app tho
