It could be lighting or a trick of the camera. There is a lot of blue in that picture it's possible the right angle and lighting make his eyes reflect blue from the water/pool.

 

I'm not saying it is or isn't the same guy, but you can't always trust certain aspects of photos. A lot of factors can alter the true image, not just the program photoshop.
