Based on my somewhat limited experience, take a look at Barcelona. The saunas are great, rentboys proliferate, and the cultural possibilities are endless. Fine local cuisine as well as internationally acclaimed restaurants. And the temperature should be a mild 50-65 degrees most days.

I don't think saunas are great. But I have a limited experience in sauna, so don't cite me on this.
