A Story from the bad old days? Or does this still go on in Vegas and other places?

Many of these guys were probably not looking to hook up with someone underaged; they were looking for sex, period, and many of the available hustlers on the street were runaways in their late teens. It's not that easy to tell a 17-year-old from an 18-year-old, and I wouldn't be surprised if the "chickens" had fake IDs in case the victims got suspicious.

 

Also, the age of consent has gone up over time, and the 16- and 17-year olds may have been of age under NY state law at that time. (If someone has time to check online, I'd be curious about the answer.) The catch is that getting caught with someone of that age added a "corruption of youth" charge on top of everything else, which gave the fake detectives additional leverage. But the real threat for these guys was being exposed as homosexuals. In fact, that's precisely what the military guys were dismissed for.
