My guess is a voice-over-IP call, ie, you click the button, your computer calls his phone, and you talk using the microphone built into your computer. I don't think I like that feature. As you mentioned, could be a scam. If I was him, I would not enable this feature. There are nutjobs out there who will "click to call" just to harass the guy, thinking the call is not traceable.
