IF...IF this is real, it certainly seems like the officer was having a bad day before this even happened.....but it appears that he very early on decided he wasn't going to give these guys a ticket.....when he saw they were foreign tourists, in a rental car, he probably wanted to be "nice" and only give a warning, knowing it probably wouldn't be paid anyway.....but, gee, that "your ass will be hurting...." comment is very strange.....and he seems to leave the guys' vehicle very quickly.....

Of course they are involved, CHP saying they are 'investigating' it all ready smacks of it. For confirmation look at the following news link:
