Prosecution has been effectively legal in San Francisco for over 25 years. Prosecutors won't charge it, judges don't like it, and juries won't convict, so it's left to the police to use it as a tool for keeping street prostitution under control. The arrest gets the person off the street for awhile, and they learn to confine their activities to certain areas where a status quo is reached. Male prostitution on the street is a thing of the past. Polk was once so much fun to see.
