Resizing window

There are a couple sites that I go to where it resizes my browser, USA Today being the main one. The browser window will go from full screen to just a bit smaller. Why does this happen?

Bad design and programming and complete ignorance of web standards and accesibility requirements.

 

It may not be the programmers' fault. They may have a "product manager" that specifies "I want it THIS way" who shouldn't be allowed to have that power but does.

 

But at the end of the day it's just wrong programming to do that. When I bump into sites like that, I send an email to the webmaster telling them exactly why I won't be back and then I don't go back.

This seems to be happening to the majority of my screens and it is very irritating to say the least.
