I'm not sure that you are asking the right question.

 

Escorting in the "sex for money" sense is still at least technically illegal in most European countries, and in that sense there is no "minimum legal age" - it's just illegal.

 

If what you really want to know is what the age of consent is for various types of sexual activity, you might want to check out:

Note in particular that, if you are a US citizen, your government thinks that it has the right to tell you what you can and can't do when you go abroad, so even if you find somewhere that has an age of consent lower than 18 (as do a few US states, by the way) you could in principle still get into trouble.

 

Note also that different countries take very different views of the severity of violating age of consent laws

I know of one place where this is different from most other places: the Netherlands. Sex for money is legal there. The working girls and boys need to have a valid working permit, as this is considered a regular job, so a paperless foreigner is in violation of the law if she or he tries to escort. The legal age of consent for sex is 16, but watch out: the legal age for sex-for-money is still 18, so the age of consent has no relevance to escorting! If you happen to find someone who is 17 and wants to have sex with you for free, that's something else.

As you indicate, there are, in many places, different ages at which consent may be given for different activities.

 

It isn't that the age of consent has no relevance - it's just that there isn't just *one* age of consent, there are lots of them, and depending on the situation, you have to understand which law or laws (and, therefore, which ages) apply.

 

There is a lot of information about this on the website that I mentioned - and it frequently lists different ages depending on whether or not money is involved (although I'm not sure that it does this for the Netherlands)

 

Anyway, it's a complicated business, made even more complicated by the desire of certain governments to regulate the behaviour of their citizens abroad, which may indeed make local laws and regulations irrelevant.

All I meant is this:

 

Age of consent in The Netherlands is 16. On the other hand, prostitution is only legal from 18. Therefore, if you hire an escort who is 17, you are in violation of the law. I don't know who would be worse off if caught, the client or the escort, but it would be a very undesirable situation in any case.

 

In case the purpose of the original poster was to find a place where younger boys could be legally hired, what about the following suggestion: while it is a BIG NO-NO to engage in sex with an underaged in Thailand (harsh punishment, exposure in newspapers, etc), many legal-aged go-go boys in that place do look like 16 and are very cute (remember to check their id).
