OP note: skyrocketing beef prices (specially brisket) has driven many barbecue joints to close.

Considering labor and time it takes to cook it, is barbecue now a luxury for the rich.?

Probably not only BBQ joints but many other restaurants too. During financial crises, less is spent on dining out & non-essential expenses. Once the FIFA World Cup is over, I think it will probably be worse.
