It would seem odd that he said he would come if he could wear pants and a tank top then. Which do you think would attract more attention?

Yeah sounds like a "not this time" kinda thing. 

Each to their own with personal dress style but if he's unable/unwilling to dress appropriately for the venue then let it pass.
