Sucking cock is finger licking good… but is not totally risk free… I would rather suck a finger (my own to be absolutely risk free!) rather than suck on a piece of “rubber”...

As long as you have good oral hygiene and the cock you're sucking appears healthy, there's VERY low risk for HIV, but the risks for other STD's are higher. See http://www.dph.sf.ca.us/sfcityclinic/drk/oralsex4.asp for a real doctor's opinion.

 

Now, as for my own practices, I get tested at least a few times a year for various STD's and do oral sex without a condom (and though I haven't in some time, I probably would be comfortable with swallowing). Nothing's risk free, but oral sex is one of the safer activities you can do without a condom, and most of the things you can easily get from it are fairly easily treated (though of course neither desirable nor pleasant).
