Black people tend to be poorer than white people. The poverty rate for whites was 10.5% in 2003 while the poverty rate for blacks was 24.4%. Poverty, as has been seen recently in France, nearly always drives people to desperate measures. The United States is not suppposed to have a class structure and thus disturbances and riots are always attributed to race rather than class. Unfortunately many people buy into that myth.

DC also has a far higher crime rate. Now if Blacks make up the majority of the prison populations and it is safe to say they are associated, crime and blacks is it also safe to assume that since DC has more cops and a higher crime rate than more cops one city has the higher it's crime rate goes? According to your theory, yes.

 

Let me reiterate again DENVER and DC, though different environments, in numbers have the same population.
