Insurance Coverage of PrEP

anyone saw this? apparently it's about a federal judge ruling re: insurance companies not having to cover PrEP. it's a long document, so I can't tell if the memorandum actually summarily says all that.

The US health system has never been good about incentivising STAYING healthy whether it's PreP or Birth Control or even as much as a regular check up  The industry would prefer to charge you after your sick rather than prevent you from getting sick.
