If you can't leave someone a PM does that mean he's on timeout?

no, one option in setting up a profile is no private contact (or similar wording)....under "preferences", then "privacy"

 

It depends on who you're looking to contact. Right now there are numerous posters on timeout.

So, the answer to your question @Unicorn is "It can mean a member is on timeout or the member chooses not to enable PMs." If memory serves, a message will display stating the member does not allow PMs.

Well, it looks like his post was taken down, so I'm guessing that it's my original theory.
