Prostitution became illegal in France in 2016, so it would be difficult for a HE parlour to stay under the radar. Individuals may sell sex legally, but purchasing and facilitating are fine-able. A constitutional challenge was mounted earlier this year but I am pretty sure it failed.

 

Therefore, a spa catering as such would be a risky business venture, though it is unlikely any reversal will relax the punishment of establishments.

Yes, of course the same holds true for Paris, clandestine female massage parlours.

 

Paris, in fact the majority of Europe even where it is legal or regulated, has never been sustainable for "houses with working guys", perhaps surprisingly for France given that the trade was legal up until recently and female prostitution is almost a part of France's cultural heritage. That is not to say there is a dearth of male providers, and French women may be more inclined to hire scorts, and do so locally rather than as sex tourists abroad.

 

A few gay bathouses offer massage, but there is little evidence HE is on offer.

 

Now then, freaky wild orgy-type gay clubs, that is a different story.

 

I think that some people's kink is to fantasize about longshot establishments rather than go for what is directly in front of them, Rentmasseur etc.
