Pretty sure I saw an episode of COPS where the cop grabbed the streetwalkers tits shortly before arresting her. They aren't necessarily barred from doing anything sexual, that depends on the jurisdiction.

I don't know whether or not it's illegal or against policy to romantically deep kiss a suspect upon meeting him. I just can't imagine a cop doing that, even if it were legal. It also weeds out the scammer escorts. Before setting up an appointment, I always ask if the man likes to kiss. When the escort refuses to kiss me upon meeting, I either leave (if coming to his place), or ask him to leave, if he came to my place, telling him I'm not comfortable hiring him.

In order to avoid getting arrested, I would also recommend avoiding discussions about X dollars for Y action. Before you meet the dude, ascertain the rate, and ask what he's into. Arrests usually involve getting the client say he wants the cop to do something sexual for a certain sum.
