I saw it on a British show. I've never had one but looks interesting. Here in the US potato chips are usually a side dish with a sandwich.

 

When I made a meat loaf I'd sometimes use potato chips as a filler.

I top my tuna sandwich with chips...really good

Not quite the same but my 26 year-old nephew always adds a layer of French Fries to his cheeseburger, and also eats the rest of his fries (normally?) with ketchup!

Anything which has mayo is improved by some crumple potato chips. Oh and peanut butter and jelly too.
